Hay una serie datos que, puestos en conexión, pueden arrojar cierta luz sobre el pasado, presente y futuro del terremoto haitiano. Asunto que, por lo que se está viendo, supondrá una gran oportunidad política y, especialmente, económica para EEUU, Japón y España.

En 2008, el equipo de geólogos dirigido por el profesor Paul Mann de la Universidad de Texas predijo el seísmo que iba a producirse en Haití. En la XVIII Conferencia Geológica del Caribe, celebrada en Santo Domingo en marzo de 2008, el profesor Mann presentó los resultados de su investigación sobre la falla Enriquillo, a la que potencialmente se le atribuía la capacidad de producir un seismo de magnitud 7,2 en la escala de Richter. “Ha habido muy pocos progresos en la predicción de terremotos, si por predicción nos referimos a fecha específica, magnitud y localización”, aseguró el viernes pasado a la Agencia Reuters el geofísico del Instituto de Mediciones Geológicas de Estados Unidos, Stuart Sipkin.  Según este científico, donde se están haciendo “grandes avances es en la realización de pronósticos, que es donde los científicos están siendo capaces de reconocer las zonas en las que hay posibilidades de que se produzcan terremotos de gran magnitud en las próximas décadas”.

El segundo dato significativo en la trayectoria de este asunto es que en 2009, un año después de que se anunciara el terremoto,  en la Conferencia de Donantes que tuvo lugar en Washington, el 14 de abril de 2009, en la sede del BID (Banco Interamericano de Desarrollo), “Haití consiguió compromisos de ayuda oficial al desarrollo por valor de 324 millones de dólares para los próximos dos años, 2010 y 2011, de los cuales 41 millones estarían destinados a apoyo presupuestario directo. Esos fondos han sido posteriormente aumentados ascendiendo a 353 millones de dólares”, según se recoge en el acta del Consejo de Ministros de España, celebrado el 15 de enero de 2010, tres días después de que se produjera el seísmo que asoló Puerto Príncipe.

En el mismo documento se lee también que “España ha sido el tercer país en volumen de importancia de fondos acordados (unos 37 millones de dólares; trece de ellos de ayuda presupuestaria en educación), detrás de Estados Unidos (con 68 millones de dólares; veinte de ayuda presupuestaria) y de Japón (con cincuenta millones de dólares). Nuestra participación fue muy positivamente valorada por las autoridades locales y los organismos financieros internacionales”, según se afirma en el citado documento.

La tercera clave para vislumbrar hacia donde lleva el terremoto viene dada por la presencia mayoritaria de aviones de EEUU, japoneses y españoles en el aeropuerto haitiano, habilitado tras su venida abajo por el ejército norteamericano que es quien lo controla ahora. Nadie ha puesto en duda el papel fundamental que desempeña el gobierno de Washington en esta operación humanitaria, que sin duda lo es. Su papel de sheriff para controlar el pillaje masivo de los supervivientes, que es como lo presentan los medios de comunicación, especialmente los españoles. Un pillaje que no es otra que la lucha ciega por la supervivencia de quienes no tenían prácticamente nada antes del terremoto y ahora ya no tienen absolutamente nada. No hay alimentos, ni agua potable, y sí muchas probabilidades de morir de inanición y de epidemias, dados los miles de cadáveres que se amontonan en las calles de Puerto Príncipe en alto estado de descomposición.

En efecto, hay que controlar a seres humanos enloquecidos por el horror, el temor a la muerte con la que conviven desde hace cuatro días y a la que están fatalmente abocados en muchos casos. Sin embargo, el despliegue de 10.000 soldados de EEUU tiene un calado mayor. Han tomado militarmente un país devastado, sin instituciones y con un Gobierno simbólico que no puede hacer nada por sí mismo que, incluso podría acabar a manos de la población desesperada. Se trata pues de un Gobierno que quiere sobrevivir físicamente y que, muy probablemente, podrá hacerlo de la mano de Obama. En contrapartida, ese Gobierno superviviente representa para la Casa Blanca el salvoconducto ante la población haitiana y ante el mundo, ya que el presidente René Preval da el visto bueno a la presencia militar y a las distintas acciones que llevan a cabo los norteamericanos en la isla. El propio presidente informó a la prensa de que había hablado durante la mañana del viernes con su homólogo estadounidense, Barack Obama, y con el secretario general de la ONU, el diplomático sub-coreano Ban Ki-moon, para tratar sobre la distribución de la abundante ayuda humanitaria que se ha recibido en Haití. Según comentaba el presidente, ambos le aseguraron que harían todo lo posible para que hiciera adecuadamente. “Les agradezco la atención que le están dando a la situación en Haití”, añadía Rene Preval.

Esta serie de datos conforman la trayectoria del retorno norteamericano al corazón del Caribe. Y así las cosas, lo que se percibe entre la hojarasca es, primero, un terremoto ampliamente anunciado (marzo de 2008) con altas probabilidades de producirse antes que después; un país sumido en la extrema pobreza para el se aprueban fondos de cooperación y desarrollo, justo  un año después de la predicción sísmica (abril de 2009), y un trío de socios fundadores como EEUU, Japón y España que hacen la aportación de capital para el periodo 2010-2011. Fondos que podrán aplicarse a la reconstrucción de Haití tras el terremoto que llega en menos de un año (enero de 2010)  tras la aprobación del gesto solidario.

Una jugada maestra de la que Francia se ha percatado tarde. De ahí que haya pedido que la ONU precise cuál es el papel de EE UU en Haití, según ha dicho el secretario de Estado de Cooperación francés, Alain Joyandet, que ha protestado ante EE UU por las dificultades con las que se encontró un avión francés, que portaba un hospital de campaña,  para aterrizar en el aeródromo de Puerto Príncipe.  De hecho, no lo logró porque fue desviado a la República Dominicana por los militares estadounidenses,  que son los que controlan el espacio aéreo y terrestre de Haití con el beneplácito del secretario general de la ONU.

“No se trata de ocupar el país, sino de ayudarle a que recobre la vida”, afirmaba el  secretario de estado francés en sus últimas declaraciones, “la ONU está trabajando, espero que se tome una decisión. Espero que las cosas sean precisadas sobre el papel de Estados Unidos”, insistía el diplomático, pero lo cierto es que Sarkozy ha estado corto de reflejos y, por ahora, Zapatero le gana la partida. Está por ver si continúa la racha para el presidente de turno de la UE.

La isla de La Española es el medio idóneo de recobrar EEUU su ser y estar en la zona antes de la revolución cubana. Eso y todo lo que la reconstrucción de la isla lleva consigo para la economía estadounidense.

Por su parte, la vicepresidenta De la Vega se ha hecho ya la foto en la antigua colonia española -que también lo fue de Francia-. Todo apunta en su sonrisa y donaire bajando del avión a que La Española volverá a dar frutos para la metrópoli en crisis, hoy como ayer, pero con más población activa en paro que nunca.

Y quién sabe, tal vez el pillaje no sea el de los supervivientes solo, sino el de los buitres que acechaban ese terremoto anunciado.

We rang the bells to herald in the year 2010 hoping that it will a better and more peaceful year that the last, but unfortunately the opposite was true. At the beginning of January we narrowly escaped from a terrorist suicide attack on an airline. Suicide bombings still wracked havoc, death and injury in Pakistan and Iraq.  And climate change was felt in the countries of the Middle East with destructive floods (As usual the Palestinians blamed Israel for flooding Gaza.) Then on January 12 in the early morning hours an earthquake of 7.O magnitude wrecked havoc on the country of Haiti, a catastrophe of major proportions for the Western Hemisphere’s poorest nation causing devastation and destruction and heavy loss of life and injury. Over 400,000 of its citizens were made homeless; the infrastructure of the country was destroyed causing the need of relief supplies for the entire citizenry, especially water and the nations of the world from the U.S.A to tiny Israel responded quickly with the needed aid.

The Island of Hispaniola in the Caribbean Sea is today occupied by two independent nations – Haiti and the Dominican Republic; The name Haiti for many years applied to island as a whole until the Spaniards occupied the western part of the island calling it Hispaniola; Subsequently, European diseases and slavery were introduced by the Spanish conquistadors, and the indigenous Arawak peoples were almost wiped out.http://www.worldatlas.com/webimage/countrys/namerica/caribb/ht.htm

The eastern part was left to Amerindians who live by hunting. In the seventieth century an adventurous band of French rovers (buccaneers*) established a foothold on this part of the island. They made a tidy living preying on the Spanish galleons carrying gold and other riches to Spain and the colony flourished. Then other Frenchman joined them laying out plantations of sugar and brought in Negro slaves from Africa to work on the land. The Spaniards could never win a foothold on the island and they gave it up to the French in 1697.

*The buccaneers (boucaniers) meaning meat driers as the first rovers came to the island to get supplies of smoked meat.

Then ninety years later the French Revolution followed, which declared ‘all men are equal’. A great Negro, a former slave, Toussaint l’Ouverture now came to fore. The French recognized his ability and made him commander of the native troops. He was instrumental of forcing the Spaniards to quite the island and to drive out the British who made a landing on the island during their war on the French. For his courage in battle the French authorities made him governor-general.

As time passed by Toussaint exercised more power and at last he proclaimed the absolute independence of the island. The French did not like this state of affairs and sent in a large force to subdue and crush the Negro slave’s revolt. Though he was treacherously seized, his men fought on and drove out the French.

The Haitians in 1804 declared their independence, and General Dessalines was proclaimed president for life. Soon he declared himself emperor under the title of Jean Jacque I, but he was such a brute that his own soldiers waylaid him and killed him. Over the years many chiefs and tyrants fought over the throne of Haiti. One of these contestants, Henri Christophe established himself in the northern part of the island and had himself proclaimed king of Haiti, known as Henri I. He tried to restore the ravages of the many conflicts; he erected many building mainly for size and not for purpose of any kind. Like his predecessors was cruel ruler and finally the populace rose up against him; in despair the despot killed himself (1820). He never was able to rule the whole Island; it was not until 1822 the whole of the Island was united under one Republic of Haiti. Then there was a split in 1884 and the old Spanish colony became the Dominican Republic.

The little Republic of Haiti had, through the years till today, had a stormy history since its separation from the Dominican Republic. There have been many revolutions and many Haiti’s rulers – emperors and presidents – have met death by violence. In the twentieth century it got progressively worse, calling for the intervention one time or other by either the U.S. Marines or the UN peacekeeping units.

**From 1957 to 1986, Dr. Francois Duvalier, known as “Papa Doc”, was the President of Haiti from 1957 until his death in 1971; he was succeeded by his son, Jean Claude Duvalier, also known as “Baby Doc”, who ruled from 1971 until his ouster in 1986. To sum up this article I will quote a few facts. The population of Haiti is about 8,490,200 with Negro Race forming the majority of the population with most of the remainder being mulattoes who are descended from the French settlers. The capitol of the country is Port-au-Prince with a population of 1.4 million and is situated on a large bay and has an excellent harbor.

The main industries of Haiti are mostly agriculture; the most important crop is coffee, which is considered quite excellent.  -  and when there was peace in the county a good tourism industry was in order. Also a geological survey indicated there are undeveloped mineral resources of silver, gold, copper, sulphur, etc. Development of these resources has been hampered by the continual strife that plagued the country. http://www.infoplease.com/Haiti

How Can We Prevent the Next Big Haiti Earthquake?

How can we truly prevent earthquake disasters from happening in Haiti again? We know that earthquakes will be coming again in the future. In fact, Port-Au-Prince sits on the exact location of tectonic plate and fault formation under the Earth where seismic activities occur on a regular basis causing catastrophic earthquakes, none as big as January 12, 2010, nonetheless have occurred throughout history–1860, 1770, 1761, 1751, 1684, 1673, and 1618, (United States Geological Survey (USGS)).

Haiti needs proper building codes to withstand the next devastating earthquakes. This is a must, and the international community has to step in to do all it can to assist Haiti in this regard. The international community should see to it that all future buildings in Port-Au-Prince– the epicenter of earthquakes in Haiti–be built using established building codes that will enable buildings and homes to withstand the powerful shakes of future earthquakes. We as the international community cannot allow such tragedy to happen again in Haiti.

In fact, Former President Clinton was a resident of the Hotel Montana during his last visit to Haiti, and the Hotel Montana was one of the hotels hardest hit by the devastating Haiti earthquake. Many people from other countries have perished in the Hotel Montana. This is to show us that the infrastructure of Haiti is an earthquake hazard to all of us, so all of us in the international community are compelled to come together and help a nation in need, and help it build itself stronger than ever before. Members of the international community have definitely done so.

It didn’t take long for our wishes to be granted. In fact, it was granted in a big way. Former president of the United States, William Clinton (Bill Clinton) has teamed up with the International Code Council (ICC), a nonprofit organization that helps build safer homes and buildings that can withstand the shakes of the most powerful earthquakes. The ICC establishes building codes for builders or developers to follow when erecting buildings and homes in the United States and other parts of the world. These building codes are created to help buildings and homes withstand the effects of Earthquakes and other natural disasters. Such building codes will be of utmost importance in the rebuilding efforts of Haiti.

The ICC receives donations through its foundation (ICCF) to subsidize building assignments in places and situations such as Haiti. While it will be quite some time before the recovery tools and resources arrive in Haiti, the International Code Council is nevertheless using its relationships with the United Nations and the efforts being coordinated by former President William Clinton to help rebuild the devastated nation of Haiti and to reduce future destruction, fatalities, injuries, and property damage from earthquakes and other natural disasters that may occur in the future, (ICC).

In greater detail, the International Code Council is a non?profit, membership organization composed of building code officials from building inspectors to fire suppression officials. The Code Council develops model building codes adopted in all 50 States of the United States. These, building codes are either adapted or used as resources in other countries around the world including nations in the Caribbean, Central and South America, Asia and the Middle East. The group of International building Codes includes specific sections pertaining to natural hazards, which are regularly updated to coordinate with U.S. federal agencies and to reflect current data and field experience, (ICC).

According to the ICC, smart application of proven seismic safety principles to rebuild Port-Au-Prince and other Haitian communities are encouraged. It is common knowledge that damage, fatalities, and injuries from earthquakes can be reduced by adapting proper building code guidelines and enforcing them forcefully, (ICC).

Haiti will be getting the best building code technology to rebuild itself. The nation will be getting building code technology developed from knowledge and data received from earthquakes in earthquake-prone areas of the United States. This technology includes certain design and construction approaches that acknowledge hazards and risks associated with massive earthquakes. Such building codes and guidelines will be enforced by the International Code Council to ensure safe constructions of buildings and houses, (ICC). Builders who employ proper building code guidelines when building in seismically active regions know the value of these codes and the techniques to ensure their effective enforcement, (ICC).

Studies have shown that although it cost more to build earthquake-proof homes, every dollar spent on building safer and stronger homes or buildings, prevents four to seven dollars in future losses, (ICC). The ultimate goal of the ICC is to support the efforts of the U.S. State Department and other federal agencies, along with the United Nations and other international relief organizations, to make sure that Haiti is rebuilt in a manner that creates disaster resilience caused earthquakes, (ICC). According to the International Code Council, the seismic provisions of the International Codes are regularly updated to reflect the latest knowledge about earthquake dynamics and building behavior, and can function as an important tool in the Haiti earthquake disaster relief efforts. The Code Council will be providing written materials, subject-matter expertise, and professional development to ensure that Haiti is rebuilt for the long haul, (ICC). The events in Haiti once again show us that any rebuilding efforts should involve construction that utilizes the best available information and technology on building codes and building code enforcement guidelines, (ICC).

The ICC implied that earthquake events of similar magnitude have different impacts based on how prepared a nation and community is in managing the built environment—high-rise buildings in cities and private homes. The more prepared the least the casualties, and the least prepared, the more the casualties—Port-Au-Prince, Haiti. In Haiti’s case it was not prepared because its government and people did not have the financial resources needed to become prepared. The International Code Council’s building codes for Haiti are therefore intended to protect people inside buildings when future earthquakes struck again by preventing the easy collapse of buildings and houses to allow for safe evacuations. It was because buildings collapsed so easily why so many people lost their lives in Haiti. Structures built following the most modern building codes should resist minor earthquakes without suffering damage by riding out severe earthquakes without collapsing according to the ICC. Structures in Port-Au-Prince, Haiti did not follow any modern building codes that would have helped buildings or houses resist the tremors of the massive earthquake of January 12, 2010. China’s 7.9-magnitude earthquake was devastating, but with less casualties than Haiti’s 7.0-magnitude earthquake.

The ICC and the international community are pouring out their hearts with support and prayers to the people of Haiti. Never in history as there been so much international support for a nation and people in such distress. It is wonderful to see the overall international support for the people of Haiti, the poorest country in the Western Hemisphere and the most devastated ever, in this region of the world.

Haiti cannot do it alone. It needs the international community to lend a helping hand in rebuilding its infrastructure. So, by President Clinton and the ICC stepping in to lend a helping hand to Haiti’s rebuilding efforts, we can be assured that the people of Haiti will be fully prepared for the next massive earthquake whenever it comes.

A French and Creole speaking land, Haiti is located in the Greater Antilles Archipelago, right on the Caribbean islands. The literal meaning of the word Haiti is mountainous land, which is exactly how the terrain out here is.

An island that was discovered by Christopher Columbus, and was named Island Hispaniola by him was later renamed as Haiti. Apart from Cuba and the Dominican Republic, Haiti is the third largest island in the Caribbean. The island is filled with water bodies and mountains, adding to its beauty.

It has been among the most popular holiday destination for people from as far as Asia, mainly because there is a sense of peace and calm amidst all this nature. When visiting Haiti, keep in mind these five things which should not be missed.

The cobalt coloured pools which join the beautiful cascades at Bassins Bleu are a beauty. The minerals in the water give it the luscious looks and it is said that water nymphs used to live in the grottos. They sun bathed on the rocks in the nearby Palm Lake, but disappear at the sound of footsteps. This is a legendary story that has been around for eons now, in Haiti.

If you are a nature lover, and enjoy spending hours looking at pretty flowers and birds, Etang Saumatre is where you should head to. The lake area is surrounded by tall trees filled with exotic colourful birds and flowers. The largest saltwater lake, Etang Saumatre has nearly 100 kinds of waterfowl and crocodiles. There are plenty of bush and cacti plants around the venue, so walking is the best thing to do to catch the wonderful sights and scenes.

A fortress that was built over 15 years stands tall amidst all the forests and lakes in Haiti. Parc Nacional Historique de Citadelle was built to protect the land against French invasion. The unique feature of this fort is that it looks like a ship and is balanced on top of a mountain, Pic la Ferriere. From the hilltop one gets a full view of the town beneath, and the northern plains stretching far and wide.

What was once the residence of the Royal family, and King Henri, Sans Souci palace today has become a famous tourist attraction. Situated in the town of Milot, the name Sans Souci literally translates to ‘without a care’. A palace that lost its king to the battle and suffered severely in the earthquake remains broken.

Today, this Citadel la Ferriere in Milot is a world heritage site and so there is plenty of information present at the fortress for those getting through long drive and making it uphill. Tourists need to pick up guides and mules from the foot hills, as this is the only sane way of exploring the fortress. One can get right to the roof of the magnificent Citadel.

1.) Citadelle Laferriere

This picture perfect fortress is located in Milot over a high mountain. This was built way back in 1800s by Emperor Christophe. You don’t see a lot of these in other countries where their primary tourist spots are mostly beaches, and besides, you can even ride a horse to get up to this fortress if you wanted to.

2.) San Souci Palace

3.) Haitian cuisine

This city is the second largest in Haiti, and you will feel a very laid-back atmosphere in this place compared to its capital, Port Au Prince. From here, you get the chance to move to other places with ease. They do have good restaurants, too, which serve Haitian as well as French cuisine, and pizza parlors can be found in this area just in case you get a craving.

8.) Du Nord

Here is a look of the countryside in Haiti complete with dirt roads, remote villages and farm animals roaming around freely to graze the land. The huts are small and primitive compared to most Western houses, and it certainly makes you feel blessed. It gives the feel of a tropical island complete with a beautiful sky, flora and mountain – all the simple things in life we tend to take for granted.

9.) Rah-rah Season

This event is equivalent to the Lenten season which comes before Easter and is usually observed by Christians. Haiti comes together with voodoo priests who would wear elaborate headdresses in red and brightly-colored skirts carrying banners and poles. They are joined by nightly drummers who create sounds that give an eerie feeling, and you see people filling up the streets with dancing, chanting and singing.

10.) Port-au-Prince, the Capital

Of course, you will not miss the country’s capital. The city houses one of two airports of Haiti, Toussaint Louverture Airport. You get a chance to see and compare this urbanized area with other cities you may visit.
